These are defining times. Moments that test not just our patience, but our resolve. The choices made in corridors of power will echo for generations, shaping the world our children inherit. But history has taught us that true change is never handed down—it is demanded, fought for, and won by those who refuse to be silent. 

We have seen what happens when we do not engage. Policies are written without us, budgets are passed against us, and power serves only the privileged. But we have also seen what happens when we rise—when we organize, vote, testify, march, and demand our seat at the table. That is how justice is won. That is how communities thrive.

My team and I are relentless in this fight. Whether in the streets of our district or the chambers of Albany, we show up. Hearing after hearing, day after day, we make it clear that the priorities of District 31 are not negotiable. We fight for a budget that invests in us—in our children’s education, in the lifeblood of our communities, in the dignity of workers, in the fundamental right to housing, and in the urgent call for climate and environmental justice.

We push for a future where public safety is built on care, not fear; where healthcare, mental health, and human services are not privileges, but guarantees; where economic development benefits everyone, not just the well-connected.

The road ahead is long, and the opposition is fierce. But let me be clear: This fight is not mine alone—it belongs to every student who dreams of a fair shot, every worker demanding justice, every family seeking stability, and every New Yorker who knows that budgets are moral documents, reflecting not just numbers, but our deepest-held values.

Your voice matters. Your advocacy is crucial. And your engagement is the force that will shape the decisions being made in Albany and beyond. Stay vigilant, stay vocal, and stay in the fight. Because when we stand together, when we refuse to accept less than we deserve, we move mountains.

As we forge ahead, take a moment to embrace your community, to fortify bonds, to care for yourselves and your loved ones, and keep your eyes fixed on the future we are building—together.

Building New York’s Future: Workforce, Equity, & Opportunity

This past week, I participated in the Joint Legislative Public Hearing on the Budget Proposal: Workforce Development as Chair of Civil Service and Pensions. Ensuring a strong, well-supported workforce is essential to New York’s future, and  I remain committed to advocating for policies that create equitable opportunities for all New Yorkers.

 

Fighting for Access to Higher Education: Our Work Continues

I recently participated in the Joint Legislative Public Higher Education Hearing, reinforcing my commitment to ensuring all New Yorkers have access to quality higher education. From funding equity to prison education programs, the conversation reinforced the urgent need for investment in our future. 

With over 30 years of advocacy, I remain steadfast in the fight for equitable access to higher education for all. Education is a right, not a privilege—our work continues!

 

Advocating for SUNY Students

I attended the SUNY Legislative Alumni Breakfast and joined fellow advocates in championing a stronger, more equitable SUNY system. As a proud SUNY alumnus, I stand with our future leaders, pushing for policies that prioritize students' health, rights, and academic success. Education is the key to unlocking potential, and I’m committed to ensuring every student has the resources to thrive this legislative session.

I also had the honor of attending a ceremony at the Legislative Office Building recognizing distinguished Dominican journalists, Ramón Tolentino, Julissa Cespedes, Darling Burdiez and Violeta Bastardo for their invaluable contributions to the Dominican community and culture.

Bill Of The Week

Education should be the great equalizer, but for too many students, financial hardship—especially homelessness—turns that dream into an unreachable goal. My bill, Equal Access to Education Act (S.27), expands Tuition Assistance Program (TAP) eligibility so that students experiencing homelessness are no longer left behind.

Why This Matters

In a state that champions opportunity, it's a stark reality that students in precarious living situations must often choose between educational expenses and basic survival. With 1 in 8 NYC public school students having faced homelessness—nearly 150,000 young lives—this issue is more urgent than ever. Education should empower and open doors, not be a privilege for the financially secure.

What Bill S.27 Does

  • Removes outdated restrictions on TAP eligibility for students experiencing homelessness.
    Aligns New York’s policy with the McKinney-Vento Homeless Assistance Act, ensuring these students qualify for aid.

  • Recognizes that students without stable housing should not have to prove financial dependency on a parent or guardian just to access tuition support.

Thousands of students across New York face housing insecurity. They work hard, dream big, and deserve a fair shot. My bill, S.27, which expands TAP, is a step toward justice, equity, and opportunity for all.

Small BID Support Grant Program Applications Now Open

Applications for the FY26 Small BID Support Single District Grant are now open! This program proactively is designed to enhance resource access and equity within NYC’s Business Improvement Districts (BIDs). 

Eligibility: Place-based nonprofit organizations that are currently addressing commercial corridor recovery, management, and growth within the boundaries of an existing BID in NYC

  • with an annual assessment less than or equal to $600,000
  • or with an annual assessment less than or equal to $1 million and located in a low- to moderate-income community

 Funding: Up to $100,000 per district for FY26

Oyate Group’s Brandon Hendricks Scholarship – Apply Now!

The Oyate Group is honored to announce the Brandon Hendricks Scholarship, a transformative opportunity for Bronx high school seniors pursuing higher education. This scholarship keeps alive the legacy of Brandon Hendricks, a brilliant young leader whose life was tragically cut short by gun violence. 

Scholarship Details:

  • Two winners will receive $20,000 each ($5,000 per year for four years), awarded directly to students.
  • Recipients must maintain a 3.0 GPA and participate in at least one extracurricular activity.
  • Winners will become mentors to future scholarship recipients after the first year.

Eligibility: 

  • Bronx high school seniors graduating in 2025.
  • College-bound students (any immigration status is welcome).

Requirements: 

  • Written statements, resume, a letter of recommendation, and an interview for finalists.

NYS Restaurant Meals Program

The NYS Restaurant Meals Program (RMP) for older adults 60+ and people experiencing a disability or homelessness. The Restaurant Meals Program allows eligible SNAP households to purchase prepared meals at participating restaurants with their EBT cards. You cannot apply to RMP-- eligible households are automatically flagged for the program. Households can check their RMP eligibility status by visiting this link and creating or logging into an account.

It’s Tax Time! And New York State is making it easy to e-file for free with Direct File. 

If your 2024 wages were less than $200,000 – or $250,000 if you’re filing a joint return –you may qualify for Direct File. Using your computer, tablet, or mobile device, you can e-file your return whenever and wherever you want – in English or Spanish! The City offers a program providing financial counseling and assistance to apply for housing lottery apartments. This is a great resource for those interested in affordable housing opportunities. Cash Assistance (CA) Allowance for Infant Safe Sleep Essentials  

 Effective immediately, families with infants may be eligible to receive a Cash Assistance (CA) allowance to support the purchase of essential safe sleep items. This allowance is accessible through a home/furniture grant request and can be used to obtain necessary items that meet New York State safe sleep requirements. Eligible items include:

  • A crib or pack & play
  • Fitted sheets for a crib or pack & play
  • A wearable sleep sack or blanket

To apply, families can submit a request through the ACCESS HRA portal, available at this link.

Mold & Leak Ombudsperson Call Center (OCC) for NYCHA Residents

NYCHA residents facing issues with mold, leaks, or related repairs can now directly reach the independent, court-appointed Ombudsperson Call Center (OCC) for assistance. This service is available to all NYCHA tenants, including those in PACT/RAD buildings who’ve already tried resolving the issue with management. The OCC ensures NYCHA addresses mold and moisture problems per a court order.

Expanded Essential Plan Coverage

Starting this month, coverage was extended to New Yorkers with incomes up to 250% of the Federal Poverty Level (FPL). The Tenant Helpline

The Mayor's Public Engagement Unit (PEU) has introduced a vital resource for New Yorkers: the live-operator Tenant Helpline. This unique Tenant Helpline serves as an invaluable resource for informing New York City tenants about their rights and linking them with housing-related assistance, including free legal services. The recently launched live-call system stands as a crucial lifeline for tenants confronting possible eviction, landlord harassment, or unsatisfactory living conditions.

State Efforts to Connect Asylum Seekers and Migrants to Jobs

The New York State Department of Labor is assisting with connecting employers to asylum seekers and migrants who already have or are on the path to receiving work authorizations.

In an effort to build a pipeline of job opportunities for these eligible job seekers, The New York State Department of Labor launched a new portal enabling businesses to inform the State that they would welcome individuals into their workforce once they have work authorization.

Supplemental Food Program for Seniors

Gun Violence Prevention Initiative  

New York State has launched a long-term jobs program that will serve unemployed, underemployed, and out-of-school young New Yorkers ages 18-24 in areas impacted by high rates of gun violence.

Youth can sign up to participate in our partnership with the Consortium for Worker Education, the workforce development arm of the NYC Central Labor Council. If you’re between 18 and 24 and are interested in job training and placement services, please register here to obtain job training and placement in good, long-term jobs. Service details:

  • The A train will run between Queens and 168 St.
  • The 1 train will make nearby stops between 168 St. and 207 St.
  • Free shuttle buses will run along two routes:
    • On Broadway between 168 St. and 207 St.
    • On Fort Washington Ave between 168 St. and 190 St.

Transfers between trains and shuttle buses will be available at 168 St. Plan ahead and allow extra travel time.

Applications Open: NYRR Run for the Future – Empowering Young Women Through Running!

New York Road Runners (NYRR) is accepting applications for NYRR Run for the Future, a free summer program designed for high school sophomores, juniors, and seniors looking to build confidence, community, and a love for running. No prior experience is needed—just a willingness to try! Participants train together and complete their first 5K, gaining valuable self-care and fitness tools for life.

Work on Broadway Bridge

The NYCDOT Division of Bridges will begin the replacement of the South-bound sidewalk and installation of a new bike lane on the Broadway Bridge over the Harlem River. 

The bridge’s Manhattan-bound right lane and adjacent sidewalk will be fully closed to pedestrians for approximately 14 months. Pedestrians will use the Northbound walkway from 220th Street and Broadway or from 225th street and Broadway. 

These closures are in addition to ongoing northbound right lane closures (7 AM – 3 PM) and alternating center lane closures (10 AM – 2 PM). Expect delays.

The MTA is gathering feedback to determine which subway stations should be prioritized for accessibility improvements over the next five years. The 2025-2029 Capital Plan has identified 30 stations, with a goal to make at least 30 more accessible, ensuring that over 60 stations will be fully accessible.

Give Feedback on Citi Bike Station Locations in Bronx

Starting Fall 2025, NYC DOT, in partnership with Lyft, will expand Citi Bike service across the Bronx, including new coverage in Norwood and Riverdale. The expansion aims to meet growing demand and ensure equitable access to the system. Community members can provide feedback on potential station locations via an online portal, available until mid-April.

Met Council on Housing Mutual Aid Tenants’ Rights Hotline

Met Council on Housing seeks bilingual (English/Spanish) volunteers for their Mutual Aid Tenants’ Rights Hotline team. The hotline serves thousands of tenants all over the city every year. Hotline Team Members answer questions on common tenant issues, inform callers of their rights, and help them determine the best course of action to assert those rights. As part of their hotline team, you will be directly assisting tenants in need to fight against their predatory, abusive landlords and stay in their homes.
