I hope you are having an enjoyable winter and staying safe and warm. A new legislative session has begun and I am happy to be back in Albany to continue our work to make New York a safer, more affordable, and equitable place to live.

As Chair of the Senate Committee on Cultural Affairs, Tourism, Parks and Recreation, I remain focused on championing funding for the arts, expanding access to state and local green spaces, and supporting organizations that strengthen our local economies. 

In this newsletter you will find information on events I have participated in throughout the district and in Albany, as well as information on how to manage the colder temperatures. New York City has been experiencing extreme cold this winter. It is important that you know your rights regarding heating laws. Warming centers are available and are providing services for those in need during these extreme weather events. Please read below in the community resources section of this newsletter to learn more about warming centers. 

I will continue to be out in the community and look forward to connecting with you at events throughout the district. My office offers weekly off-site constituent hours, making it easier to get help with casework and other issues closer to where you live. First Day of the 2026 Legislative Session

On January 7, Senator Serrano and his colleagues in the state legislature returned to Albany to begin the 2026 legislative session. This session, Senator Serrano will continue to advocate for policies that build a safer, brighter, and more equitable New York for all. As Chair of the Senate Committee on Cultural Affairs, Tourism, Parks and Recreation, he remains focused on championing funding for the arts, expanding access to state and local green spaces, and supporting organizations that strengthen our local economies.

 

NYSNA Picket Line

Senator Serrano was proud to stand in solidarity with the New York State Nurses Association (NYSNA) at their picket line outside of East Harlem’s Mount Sinai Hospital while they fight for a fair contract. Healthcare workers are essential to our communities and they deserve fair wages and safe staffing.

 

7th Annual East Harlem Legislative Town Hall

Senator Serrano joined Senator Cordell Cleare, Manhattan Borough President Brad Hoylman-Sigal, Assemblyman Jordan Wright, Council Member Elsie Encarnacion, and community members at the seventh annual East Harlem Legislative Town Hall. The event provided a valuable forum for open dialogue, allowing residents to share ideas and concerns directly with their elected officials so that community needs can be effectively addressed throughout the legislative session.

 

WE ACT for Environmental Justice January Meeting

Senator Serrano was happy to join WE ACT for Environmental Justice’s January Membership Meeting to hear from members and discuss key environmental policy and legislative priorities. WE ACT has long been a leading voice for environmental justice in our communities; their advocacy continues to uplift community voices and advance environmental justice for New Yorkers most impacted by environmental inequities.

 

Bronx Senate Delegation Budget Forum

Senator Serrano, along with his fellow Bronx Senate Delegation members, hosted a virtual budget forum that brought together community members and elected officials to discuss priorities for the upcoming state budget. Community members were invited to provide testimony on their budget priorities, offering the Bronx Senate Delegation valuable insight into the needs and concerns of the community. Senator Serrano and his colleagues will use this testimony to help inform their decisions as the FY’27 budget is developed.

 

Joint Legislative Public Hearing on 2026 Executive Budget Proposal: Agriculture/Parks and Recreation

As Chair of the Senate Committee on Cultural Affairs, Tourism, Parks and Recreation, Senator Serrano was happy to lead a joint budget hearing relating to agriculture and parks and recreation. During this hearing, testimonies from leaders from across the state were heard, including from Acting Commissioner of the New York State Office of Parks, Recreation and Historic Preservation Kathy Moser. Discussions were had regarding capital needs at high-use locations such as Lake Welch, the importance of camping for youth, and the need for more park stewardship programs.

 

Minnesota Solidarity Press Conference

Senator Serrano stood alongside his colleague in the state legislature for a press conference to express solidarity with the people of Minnesota and address the killing of Alex Pretti by ICE agents in Minneapolis. Senator Serrano condemns the actions of ICE and stands with the people of Minnesota and immigrant communities. He has long fought against the presence of ICE in our community, forming the East Harlem Against Deportation campaign in 2009 in response to problematic deportation and detention policies. Throughout his career, he has regularly sponsored legislation to support immigrants, including a bill that would make New York a sanctuary state.

 

Met Museum Press Conference

Senator Serrano was happy to welcome The Metropolitan Museum of Art to Albany as they rallied in support of arts funding. The arts are vital to our communities, provide endless physical and mental health benefits, and serve as an economic engine for local economies. It is imperative that our state budget provides funding for the arts that reflect these impacts.

 

Meeting of the Senate Committee on Cultural Affairs, Tourism, Parks and Recreation

Senator Serrano chaired the first meeting of the New York Senate Committee on Cultural Affairs, Tourism, Parks and Recreation for the 2026 legislative session. Among the legislation reported was a bill to create an adopt-a-trail stewardship program and a bill to establish cultural districts throughout New York. Warming Centers

W.A.R.M. (Winter Access, Relief and Medical) outreach helps people in need during Code Blue emergencies. Warm vehicles offer cold weather relief, medical care, and transportation to warming centers, hospitals, and shelters. They operate overnight from 7 PM to 7 AM. They can provide clinical care, food, and warming supplies. You can visit 311’s website to learn more and find a warming space or warming bus location near you.

“Heat Season”

October 1 through May 31 is “Heat Season” in NYC. During this time, building owners are legally required to provide heat under the following conditions:

Day

Between the hours of 6:00am and 10:00pm, if the outside temperature falls below 55 degrees, the inside temperature is required to be at least 68 degrees Fahrenheit. 

Night

Between the hours of 10:00pm and 6:00am, the inside temperature is required to be at least 62 degrees Fahrenheit.

2026 3-K and Pre-K Applications

New York City Public Schools (NYCPS) is the largest public school system in the nation, offering students a wide range of school choices, including free or low-cost early childhood education. Families can explore their options using MySchools to find and apply to programs that interest them.

For children applying to the 2026-2027 school year, 3-K and pre-k applications will open on Wednesday, January 14, 2026 and close on Friday, February 27, 2026.

Calling All Artists: Paint A DSNY Collection Truck!

“Trucks of Art” Program Highlights Sustainability and Honors New York’s Strongest

The New York City Department of Sanitation, together with the Sanitation Foundation, has announced Trucks of Art — a paid opportunity for artists to creatively paint an entire collection truck — is back!

DSNY is welcoming all artists — professional, amateur and aspiring — to submit applications to transform a 46,000-pound collection vehicle into a work of art. Priority will be given to proposals that celebrate keeping NYC clean, sustainability, and the DSNY workforce. To promote sustainability, artists are encouraged to use paints that would otherwise be discarded or recycled.

“Sanitation trucks have become part of our city’s streetscape, and today we announce a third opportunity for local artists to reimagine these trucks as 400 square feet of metal canvas and transform them into roving works of art,” said Acting Commissioner Javier Lojan. “Previous Trucks of Art are still on collection routes in all five boroughs, and we are thrilled to be adding five more to our fleet this spring.”

Full details for the Trucks of Art project, including submission information is available in the Request for Expressions of Interest at nyc.gov/TruckArt. Those interested in applying should fill out an application, including design mock-ups, and submit via the online application. Selected artists will be paid a stipend of up to $1,500 by the Sanitation Foundation.

“The Sanitation Foundation is proud to partner with DSNY on Trucks of Art 2026, a program that brings artists, communities, and Sanitation workers together in a highly visible and meaningful way. These trucks carry more than waste - they carry stories of creativity, sustainability and civic pride across all five boroughs.”

All applications must be submitted by Sunday, February 8, 2026, at 11:59pm. The Department and the Sanitation Foundation, along with special guests, will choose the finalists. Paint will be provided, and trucks will be painted in April. 

Non-artistic New Yorkers can also be involved. The Department is asking residents to support this initiative by dropping off their unwanted paints (cans, sprays, tubes) at the Department’s Special Waste Drop-off Locations. Artists will select the paints they’ll need, and the rest will be recycled or properly disposed.

Timbuctoo Climate Science and Careers Summer Institute Adirondack and Brooklyn Programs

The Timbuctoo Climate Science and Careers Summer Institute - Brooklyn Program is a one-week intensive instructional and experiential learning opportunity at CUNY’s Medgar Evers College for early high school students interested in climate and environmental science. Six, one-week sessions will be offered from July 6th to August 14th with 16 students in each cohort.

The Adirondack Program is a two-week institute for high school sophomores and juniors interested in exploring climate science, the environment, and social justice. There are three two-week sessions: Session 1 starts on July 6th, Session 2 begins on July 20th, and Session 3 starts on August 3rd. The program will take place at Medgar Evers College, ESF’s Syracuse Campus, and ESF’s Newcomb Campus. Room and board are included.

Applications for the Brooklyn Program and Adirondack Program are accepted on a rolling basis, and stipends are provided for both programs.

 

Changes to Metro North and LIRR Ticketing

Starting January 4, new fares go into effect, along with changes to how you buy and use tickets:
