This week, I stood in the crowd at a rally — voices rising, hands lifted, a sea of neighbors bound by purpose. It reminded me why civic engagement is not a luxury of calm times, but a necessity in turbulent ones. In moments like these, when the ground beneath our democracy feels unsteady, participation becomes both anchor and act of faith.

Democracy does not breathe on its own; it inhales when we show up and exhales through our collective will. Voting, volunteering, organizing, serving on community boards — these are not small gestures. They are the invisible scaffolds that hold up every right we claim and every promise we demand.

Civic engagement strengthens democracy by holding power to account and ensuring that decisions reflect the lived realities of our people. It builds bridges of trust between neighbors and across generations. It turns complaint into collaboration, and despair into design. For the individual, it offers more than a seat at the table — it gives us purpose, perspective, and a shared sense of belonging.

In every neighborhood clean-up, every tenant meeting, every parent who shows up at a school board hearing, there is a quiet revolution taking place — one that reminds us that democracy is not something done for us, but something done by us.

And yet, our participation is being tested again.

As we continue this work, I remind you that democracy demands presence — not just belief. The November General Election is fast approaching. Make your plan, mark your calendar, and bring a friend.

Strengthening New York’s Public Workforce

As Chair of the Senate Civil Service & Pensions Committee, I recently hosted in New York City the first in a series of regional roundtables bringing together organized labor representatives, Civil Service and HR directors, and local elected officials to discuss the challenges and opportunities within our local, school, and municipal workforce.

From job classifications and hiring retirees to civil service exam schedules, recruitment, retention, and the implementation of NY HELPS—these discussions are vital to understanding how our state can better support those who serve the public every day.

I’m deeply grateful to Senators Mayer, Gonzalez; and to representatives from DCAS, 1199 SEIU, DC37, PEF, CSEA Westchester Local 860, NYC PBA, Local 831, and leaders from Westchester, Suffolk, Long Beach, Yonkers, and New Rochelle for joining this important conversation as we work to strengthen New York’s public workforce for generations to come.

 

Cross Bronx Roundtable & River Paddle

Last week, I joined my Bronx colleagues at the Cross Bronx Roundtable and River Paddle for a thoughtful discussion on the future of our borough’s infrastructure. Together, we reviewed the Cross Bronx 5 Bridges Project and explored solutions that will serve the Bronx and its communities for generations to come. 

I look forward to continuing this important dialogue with elected officials and agencies at the same table—working toward a healthier, more connected Bronx.

 

Celebrating 25 Years of Educational Justice

It was an honor to join the Alliance for Quality Education’s Champions of Education celebration as they marked 25 years of fighting for fairness, funding, and opportunity in our schools. I was deeply proud to be recognized alongside generations of advocates—those who built AQE’s foundation and those carrying the torch forward.

The evening was more than a celebration; it was a powerful reminder of what community can do when we organize, persist, and believe that every child deserves a future shaped by equity, not circumstance.

 

Standing Up for a Living Wage for All

Last week, I joined advocates, workers, and public figures—including Chrissy Teigen and other national voices—for a powerful evening in support of A Living Wage for All.

As the Senate sponsor of the One Fair Wage Bill, I understand what’s truly at stake: dignity, equity, and the right for every worker to earn a full wage—not a fraction of one. In a state as wealthy as ours, no one should have to survive on tips or gratitude alone.

Ending the subminimum wage is not just economic policy—it’s moral clarity. Together, we can close the affordability gap, strengthen our democracy, and build a New York where every worker can thrive.

Let’s make One Fair Wage—and a Living Wage for All—the law of this land.

Upcoming Changes to SNAP Utility Allowance Rules

Starting November 1, 2025, a new federal law (HR1) will change how the Standard Utility Allowance (SUA) is determined for SNAP recipients who also receive Home Energy Assistance Program (HEAP) benefits.

Previously, households receiving HEAP automatically qualified for the Heating and Cooling SUA (HCSUA). Under the new rules, only households that include an elderly or disabled member will continue to receive automatic HCSUA eligibility.

All other households must now verify their separate heating or cooling utility costs—for example, through a utility bill or attestation—when they recertify or report changes. Those who do not qualify for the HCSUA may still receive a Utility SUA if they pay other non-heating utility expenses such as electricity, cooking fuel, water, or trash collection.

This change may affect benefit amounts for some SNAP recipients. To learn more, please review the full policy and prepare to submit updated utility information during your next recertification.

New York City Public Schools is offering free Adult English as a Second Language (ESL) classes to help adults improve their English communication skills for everyday life, work, and community participation.

Restaurant Accelerator & Community Fund Grant

National ACE, in partnership with Grubhub, has opened applications for the 2025 Restaurant Accelerator and Community Fund Grant. From October 1–24, small, licensed restaurants across the U.S. can apply to join a virtual program focused on growth and sustainability.

Restaurants that attend at least three of National ACE’s expert-led sessions in November will be eligible to receive a $5,000 Community Fund Grant.

2025–2026 Columbia University S-PREP Program

Columbia University’s Vagelos College of Physicians & Surgeons is accepting applications for the 2025–2026 State Pre-College Enrichment Program (S-PREP), a free academic enrichment program for New York City students in grades 7–12 interested in medicine and STEM fields.

Students participate in rigorous math and science courses, college and career development workshops, personalized advising, service-learning projects, and mentorship opportunities.

All applications, recommendations, and required documents must be submitted by Saturday, November 1, 2025, at 11:59 p.m.

NYC Class Size Survey: 2025–2026 School Year

Class Size Matters is conducting a survey for NYC parents, teachers, and school staff to share information on class sizes this fall. About 741 schools have received funding to hire additional teachers, and your feedback will help track how those resources are reaching students.

If you’re both a parent and a teacher, please complete the survey twice. If you don’t know the answers, forward it to your PTA president, UFT chapter leader, or School Leadership Team member. All responses remain anonymous unless you choose otherwise.

NYS Restaurant Meals Program

The NYS Restaurant Meals Program (RMP) for older adults 60+ and people experiencing a disability or homelessness. The Restaurant Meals Program allows eligible SNAP households to purchase prepared meals at participating restaurants with their EBT cards. You cannot apply to RMP-- eligible households are automatically flagged for the program. Cash Assistance (CA) Allowance for Infant Safe Sleep Essentials  

 Effective immediately, families with infants may be eligible to receive a Cash Assistance (CA) allowance to support the purchase of essential safe sleep items. This allowance is accessible through a home/furniture grant request and can be used to obtain necessary items that meet New York State safe sleep requirements. Eligible items include:

  • A crib or pack & play
  • Fitted sheets for a crib or pack & play
  • A wearable sleep sack or blanket

Mold & Leak Ombudsperson Call Center (OCC) for NYCHA Residents

NYCHA residents facing issues with mold, leaks, or related repairs can now directly reach the independent, court-appointed Ombudsperson Call Center (OCC) for assistance. This service is available to all NYCHA tenants, including those in PACT/RAD buildings who’ve already tried resolving the issue with management. The OCC ensures NYCHA addresses mold and moisture problems per a court order.

Expanded Essential Plan Coverage

Starting this month, coverage was extended to New Yorkers with incomes up to 250% of the Federal Poverty Level (FPL). The Tenant Helpline

The Mayor's Public Engagement Unit (PEU) has introduced a vital resource for New Yorkers: the live-operator Tenant Helpline. This unique Tenant Helpline serves as an invaluable resource for informing New York City tenants about their rights and linking them with housing-related assistance, including free legal services. The recently launched live-call system stands as a crucial lifeline for tenants confronting possible eviction, landlord harassment, or unsatisfactory living conditions.

State Efforts to Connect Asylum Seekers and Migrants to Jobs

The New York State Department of Labor is assisting with connecting employers to asylum seekers and migrants who already have or are on the path to receiving work authorizations.

In an effort to build a pipeline of job opportunities for these eligible job seekers, The New York State Department of Labor launched a new portal enabling businesses to inform the State that they would welcome individuals into their workforce once they have work authorization.

Resources for Veterans

If you are a veteran who needs employment or career services, Acacia Network, Promesa Inc, and Seedco have launched a program that may help you. They are now enrolling homeless veterans, incarcerated veterans, female veterans, and veterans with families.

NMIC's Disability Assistance Program

If you have been recently denied Federal Disability benefits under the SSI or SSDI programs, NMIC has announced that they received a grant to provide legal services for those denied disability benefits.

Supplemental Food Program for Seniors

The New York State Department of Health’s Commodity Supplemental Food Program (CSFP) offers free, healthy food to seniors ages 60 and older that live in New York City and Long Island.

Civil Service Exams

The NYC Department of Citywide Administrative Services (DCAS) represents the largest local government in the U.S., with more than 400,000 employees and 80 agencies. They are providing plenty of career opportunities with great benefits.

Free Cancer Screening for the Uninsured 

The Manhattan Cancer Services Program at the New York-Presbyterian Hospital (NYP)  is hosting free Cancer screening for uninsured women & men. CaringKind Programs and Services

CaringKind is an Alzheimer’s and dementia caregiving organization that works directly with community partners to develop the information, tools, and training to support individuals and families affected by dementia. They provide a helpline staffed by Dementia Care Specialists trained to provide you with the most up-to-date information, education, and support regarding dementia. Gun Violence Prevention Initiative  

New York State has launched a long-term jobs program that will serve unemployed, underemployed, and out-of-school young New Yorkers ages 18-24 in areas impacted by high rates of gun violence.

Youth can sign up to participate in our partnership with the Consortium for Worker Education, the workforce development arm of the NYC Central Labor Council. If you’re between 18 and 24 and are interested in job training and placement services, please register here to obtain job training and placement in good, long-term jobs. Henry Hudson Parkway / Riverside Drive Pedestrian Ramp Upgrades

As of Tuesday, October 14th at 8 PM, NYC DOT closed the Henry Hudson Parkway northbound ramp at Exit 15 for construction. The closure will take place nightly from 8 PM to 3 AM for approximately four weeks, weather permitting. Motorists should use Exit 13 as an alternate route.

This project will deliver key pedestrian safety improvements along Riverside Drive and nearby exits, including:

  • Five new crosswalks

  • Ten new pedestrian ramps

  • Three concrete median expansions

  • One concrete curb extension

  • One painted curb extension

Join the CEC 6 Chancellor’s Town Hall – October 21st

The Community Education Council for District 6 invites parents, educators, and community members to a special Chancellor’s Town Hall with Chancellor Melissa Avilés-Ramos on Tuesday, October 21, 2025, at 6:30 PM. This open conversation will take place in the auditorium of P.S. 48 – P.O. Michael J. Buczek School (4360 Broadway, New York, NY 10033).

Street Safety Upgrades Coming to Riverside Drive

This fall, the NYC Department of Transportation will begin long-awaited safety improvements along Riverside Drive—from Broadway and Dyckman Street to Staff Street—creating a safer, more connected corridor for pedestrians, cyclists, and drivers alike.

The project, scheduled through 2026 (weather permitting), includes new curb extensions, pedestrian islands, lane adjustments, and the addition of both parking- and barrier-protected two-way bike lanes that will link to the Hudson River Greenway.

Celebrate Hispanic Heritage Month at the Latinx Outdoor Film Series

This October, Lincoln Hospital (NYC Health + Hospitals) invites Bronx residents to two important Breast Cancer Awareness Month events.

Free Clinical Screenings and Education

Date: Saturday, October 18, 2025
Time: 8 AM – 2 PM
Location: Lincoln Medical Center, 234 E. 149th Street, Bronx, NY 10451 (1st Floor 1A2)

Women aged 40 and older, and patients without insurance, can receive free Mammograms, Pap Smears, and Colorectal Screenings. Health educators will also provide guidance on performing breast self-exams.

“Let’s Beat Breast Cancer” Rally and Walk

Date: Saturday, October 18, 2025
Time: 10 AM – 12 PM
Location: Begins at Mott Haven Community Partnership (425 Westchester Avenue) and ends at Lincoln Hospital (234 E. 149th Street).

These events aim to promote early detection, raise awareness, and support the health and well-being of our community.

 

Dyckman 5K Run/Walk

The Dyckman Run Club will host the Dyckman 5K on Saturday, October 18, 2025, to celebrate its 6-year anniversary. The event begins at Quisqueya Plaza, 247 Dyckman St., with an 8 AM meet-up and 9 AM start (rain or shine). Proceeds will support free community programs. Participants will enjoy a timed course, commemorative shirts, finisher medals, raffles, and music.

 

FDNY 2025 Open House Weekend

The FDNY will host its 2025 Open House on Saturday, October 18th and Sunday, October 19th. More than 200 firehouses and EMS stations across the city will welcome visitors from 11 a.m. to 1 p.m. or 1 p.m. to 3 p.m.

Firefighters, EMTs, and paramedics will share information about fire and life safety, conduct demonstrations, discuss FDNY careers, and offer tours of fire engines, ladder trucks, and EMS stations.

9th Annual “Shine The Light” March and Ceremony

The Washington Heights/Inwood Coalition Against Interpersonal & Domestic Violence will host its 9th Annual Shine The Light Event on Wednesday, October 22, 2025.

Participants will begin gathering at 5 p.m. at 175th Street and Broadway (the Plaza). The march will start at 5:30 p.m. and conclude at Mitchel Square (167th Street and Broadway), where a brief ceremony will take place.

The annual event raises awareness about interpersonal and domestic violence and promotes safety, healing, and community support.

Audubon Avenue Plaza & Pedestrian Enhancements 

The NYC Department of Transportation is moving forward with new pedestrian safety improvements on Audubon Avenue between West 165th and 168th Streets. Plans include a permanent pedestrian plaza, painted curb extensions, and safer, shorter crossings at key intersections. These upgrades will not only provide a welcoming public space, but also make walking in our neighborhood safer for everyone.

New Bus Shelters Coming to Our Community

The NYC Department of Transportation has announced plans to install 100 new bus shelters in Fiscal Year 2026 as part of its Coordinated Street Furniture Franchise—including several right here in our district.

New shelters will be added at:

  • University Ave & W. 181 St (Bx3)

  • University Ave & Washington Bridge (Bx36, Bx3)

  • University Ave & W. 176 St (Bx3, Bx18, Bx36)

  • Broadway & W. 157 St (M4, M5)

  • Broadway & W. 207 St (Bx7, BxM1)

These improvements mean safer, more accessible, and more comfortable transit for riders who rely on these routes every day.

Bronx DMV Relocation

The New York State DMV Bronx District Office at 696 East Fordham Road has closed it's doors. A new, modern facility has opened on the third floor of the Bronx Terminal Market (610 Exterior Street).

You may begin booking appointments at the new Bronx Terminal Market office for services.

 

Automated Bus Lane Enforcement Begins on M100

Automated camera enforcement is now active along the M100 bus route. Drivers who block busways, bus stops, or double-park along the corridor will receive fines starting at $50, escalating to $250 for repeat violations.

This expansion marks one year since the ACE program began targeting not only bus lane intrusions but also vehicles obstructing bus stops and double-parking along key routes.

The principle is simple: clear lanes make for faster buses—and faster buses mean working-class New Yorkers get to move through their city with dignity and reliability.

OMNY Transition Update – 181st Street Station

As of now, MetroCard vending machines will be removed from several stations: 181 St, 191 St, 207 St, 215 St, and Marble Hill–225 St.

Riders can reload OMNY cards at:

  • OMNY vending machines
  • Mobile sales vans
  • Online through their OMNY account
  • OMNY retail locations throughout the city

A physical OMNY card is not required to ride. Riders may also use a contactless credit or debit card, smartphone, or wearable device to tap and go.

 

Access A Ride Stop Temporary Move- Fort Washington 

The Access-A-Ride and M4 stop at West 165th Street & Fort Washington Avenue will be temporarily moved to West 168th Street due to ongoing hospital reconstruction. This relocation is expected to remain in place through the end of 2028. Signage will be posted to indicate the change.

 

Work on Broadway Bridge

Until Friday, October 24th, NYCDOT will continue to perform installation of electrical equipment and installation of structural steel on the Broadway Bridge.

During this period:

  • Single lane closure will be implemented from 7 a.m. to 3 p.m. 
  • Double lane closures will occur from 10 a.m. to 2 p.m. 
  • These closures are in addition to the current Manhattan-bound right lane and adjacent sidewalk closures.

Help Make NYC Subways More Accessible – Share Your Feedback!

The MTA is gathering feedback to determine which subway stations should be prioritized for accessibility improvements over the next five years. The 2025-2029 Capital Plan has identified 30 stations, with a goal to make at least 30 more accessible, ensuring that over 60 stations will be fully accessible.

Community District Needs Survey for Public Input! 

Every year, New York City’s 59 local Community Boards prepare a “Community District Needs” (CD Needs) statement identifying the funding priorities for their districts. Community boards are currently gathering input for the Fiscal Year 2025 Community District Needs Statement.

These statements are key to informing the City’s neighborhood and infrastructure planning and the equitable and efficient delivery of services to communities citywide. City agencies must respond to community board budget requests in the City’s annual budget.

Met Council on Housing Mutual Aid Tenants’ Rights Hotline

Met Council on Housing seeks bilingual (English/Spanish) volunteers for their Mutual Aid Tenants’ Rights Hotline team. The hotline serves thousands of tenants all over the city every year. Hotline Team Members answer questions on common tenant issues, inform callers of their rights, and help them determine the best course of action to assert those rights. As part of their hotline team, you will be directly assisting tenants in need to fight against their predatory, abusive landlords and stay in their homes.
