Dear Neighbors,
Our Senate Democratic majority successfully passed the Senate One House Budget Resolution, marking what Majority Leader Andrea Stewart-Cousins aptly described as "the end of the beginning.” I am pleased to note that several of my legislative priorities have been incorporated into the Senate's budget resolution. These include my Progressive Tax Bill (S2059), aimed at promoting economic justice, Tier 6 Reform (S8490) to enhance the public workforce, and S6712, a study concerning Foundation Aid to bolster support for our high-need school districts.
Despite the pending final budget negotiations with the Assembly and Governor, the Senate's inclusion of key priorities speaks volumes about our dedication to constituents in the district and all New Yorkers. Our One House resolutions boldly declare our core beliefs, which are especially pertinent this year as critical systems reach breaking points and New Yorkers clamor for immediate action. With a focus on policies that protect resources, fortify communities, and boost overall welfare, our mission remains laser-focused on putting New York's future first!
Some of the highlights of the Senate’s One-House include:
Restoration of Public Education Funding & Supporting SUNY/CUNY
The Senate Majority Conference is the Education Conference and as in previous years we are taking significant steps to boost and protect education funding. In a signal for students and educators across the state, the Senate Majority has taken decisive action to restore drastic cuts to public education.
- In our One-House-Budget proposal we are increasing the Governor’s education spending by $1.2 billion, totaling $46.1 billion.
- We are steadfast in rejecting all Executive changes to Foundation Aid, including the elimination of “hold harmless.”
- We are continuing to invest in our littlest ones by committing $150 million for Universal Pre-K.
- $747 million for school aid, providing a minimum 3 percent increase for all school districts.
- $5 million to combat anti-semitism, islamophobia, and anti-Asian hate in schools.
- Reform the Universal Prekindergarten Program by increasing the overall and per pupil funding for prekindergarten.
- Reform the TAP program by raising the maximum income threshold for TAP eligibility from $80,000 to $125,000, increasing the minimum TAP award from $500 to $1000, increasing the maximum TAP award from $5,665 to $6,165, and to end differential treatment for dependent and independent students.
- Advance language to apply TAP to additional part-time students at for-profit colleges.
Revitalizing Housing for All New Yorkers
In our One-House-Budget Proposal, we are tackling the housing crisis head-on with an ambitious comprehensive plan that supports building more affordable housing, restoring our existing affordable housing stock while strengthening protections for tenants and homeowners.
- Our budget includes significant investments to revitalize the housing sector, such as the New York Housing Opportunity Corporation, a new $250 million-backed affordable housing development program. This program is in the mold of the Mitchel-Lama program but with key enhancements that will boost the development of affordable housing in the short and long term.
- In addition to boosting affordable supply, our housing proposal targets investments in rehabilitating our existing affordable housing stock to ensure every New Yorker has a safe place to call home by investing $500 million for preservation and repairs.
- Our One-House-Budget proposal also includes $250 million for the Housing Access Voucher Program, the principles of Good Cause, and $40 million for eviction prevention legal services, demonstrating our holistic housing stability approach.
Supporting Working Families & Fighting New York’s Affordability Crisis
The Senate Majority’s One-House Budget Resolution introduces significant measures to improve the affordability of living and working in New York.
- Our One-House-Budget Proposal stands up for working families by introducing the Working Families Tax Credit that would provide a $550 credit per child to single taxpayers making under $75,000 and married taxpayers filing jointly making $130,000. This would replace the existing Empire State Child Credit.
- Our One-House proposal extends property tax relief and significantly boosts support for childcare by increasing funding by $220 million for a total of $500 million.
- $50 million to establish the NYS SNAP Minimum-Benefits program, ensuring families who need it receive a minimum benefit of $50 per month.
- $45 million for the MTA’s Fare-Free Bus Pilot to support three additional bus routes per borough.

$135 Million making free meals at New York Schools 100% universal under the National School Lunch and Breakfast Program.
Upholding Workers Interests & Well-Being
The Senate Majority takes necessary actions to better support Labor and workers across New York State to ensure they can retire with dignity, support their families, and have a safe and positive workplace.
- Our One-House-Budget proposal champions a $190 million initiative to support wage enhancements for Direct Service Providers (DSPs) and makes necessary reforms to Tier 6 to reduce the final average calculation window for Tier 6 members from 5 to 3 years (S8490).
- The Senate modifies the Executive proposal by increasing the Cost of Living Adjustment (COLA) increases for all “O” Agencies to 3.2 percent, including titles previously excluded from the COLA and directing the funds for direct salary support.
Spurring Economic Growth & Growing New York Small Businesses
The Senate Democratic Majority recognizes that our retail businesses need support to continue offering critical services in our communities and keeping their employees safe.
- Our budget proposal includes the Retail Security Tax Credit to assist small businesses and establishes the Retail Crimes Task Force to assist localities to tackle retail theft incidents in communities across the state.
- Adding $1.2 million for the MWBE Utilization Monitor Program, and expanding the MWBE Lending Program by an additional $1.4 million.
- Our One-House proposal makes key investments to create a vibrant, diverse, and sustainable economy for all New Yorkers by introducing tax credits and investments to spur innovation including $5 million to the Working Opportunities Tax Credit and $20 million to support local journalism, with the Journalism Tax Credit.
Commitment to New York’s Environmental & Climate Goals
Upholding its commitment to a sustainable future, the Senate Majority’s budget prioritizes New York’s aggressive climate goals.
- Restoring $250 million for the Clean Water Infrastructure Act with $15 million dedicated to Per- and Polyfluoroalkyl Substances (PFAS) and including an additional $100 million for the Safe Water Infrastructure Program.
- We have rejected cuts to the Environmental Protection Fund and included the NY Heat ACT (S2016-B) to protect low and moderate-income households from energy bill burdens associated with the CLCPA’s energy reduction mandates.
- Our One-House-Budget proposal also includes the Climate Superfund Act (S2129-A) which establishes a climate change cost recovery program to ensure that the fossil fuel industry companies that have contributed to polluting our environment remit payments to the State based on their greenhouse gas contributions, and direct the proceeds to be used for climate change adaptation costs.
- Establishes an Office of Flooding Prevention and Mitigation to assist localities with responding to and mitigating severe storms, based off of S3335-A.
Supporting Reproductive & Maternal Health
Recognizing the critical importance of reproductive and maternal health in overall community well-being, the Senate Majority’s budget continues to address these needs.
- Advances the Reproductive Freedom and Equity Grant for $25 Million.

Advances $10 Million to support an increased Medicaid reimbursement rate for abortion medication.
- Increases the paid break time for breast milk expression from 20 minutes to 30 minutes, an additional ten minutes compared to the Executive Budget proposal.
- Advances the 40 hours of paid family leave for employees to use on prenatal health, but changes the leave provided from paid family leave to personal leave.
- Advances $250,000 establishing a Community Doula Expansion Grant Program (S7779B).
Investing in Mental Health Services & Access to Quality & Affordable Healthcare
The Senate Majority addresses the pressing need for improved mental health services and access to quality and affordable services across the state.
- The Senate supports a $4 billion increase in State revenue derived from a tax on managed care companies to support investments in health care.
- The Senate adds $1 billion to restore funding for the State Medicaid program, which includes funding for Hospitals, Health Homes, Nursing Homes, and Mainstream/Managed Long-Term Care Quality Pool.
- The Senate rejects the Governor’s changes to the Consumer Directed Personal Assistance Program (CDPAP).
- The Senate adds $1.5 billion in Capital funding for Healthcare Facility Transformation projects.
There's much to digest; nevertheless, this One-House Resolution illustrates our Senate Majority's dedication to offering New Yorkers a better and more sustainable future. My Senate colleagues and I are prepared to persist in advocating for these and other crucial priorities as we strive to pass a transformative budget that serves all New Yorkers. I look forward to strengthening it through good-faith negotiations between the Governor’s Office, Senate, and Assembly.
