June 22, 2025

The 2025 legislative session has ended, with the NYS Senate passing 1,742 bills. Over 60 percent of those bills were passed in the last two weeks of session, leaving little time for constituent input and productive debate. I believe openness and transparency in government is essential.

With session complete, I look forward to being in the district full-time - traveling throughout the communities I represent in Livingston, Monroe, Ontario and Wayne counties - to continue to hear from you, directly, about what's on your mind and what I can do to help.

As always, you can reach me at helming@nysenate.gov or call my district office at 315-568-9816.

David Brisbane named 2025 Veterans Hall of Fame inductee

Dave Brisbane of Bristol is the 2025 inductee to the New York State Senate Veterans Hall of Fame for the 54th District.

Dave is a Marine Corp Veteran and  Purple Heart recipient. He served during the Vietnam War, saying he joined the military "because it was simply what young country boys did when they were old enough." He followed in the service of his older brother.

In continued service to his community and fellow Veterans, Dave is a member of the VFW, American Legion Post 256, and Marine Corps League Memorial Day Detachment 468 where he is Commandant. He is North West Area Vice Commandant of the Marine Corps League Department of New York.

For many years, Dave has led the annual Marine Toys for Tots program, collecting and distributing thousands of toys to area children. He is a longtime volunteer for the Canandaigua VA and Honor Flight, and a member of the Challenge 22 management committee, raising hundreds of thousands of dollars to bring greater awareness to Veteran suicide and support for Veterans.

Congratulations, Dave and thank you for your continued service to your fellow Veterans and our community!

Protecting girls' sports

During this legislative session, we kept up the fight to protect girls and girls' sports in New York State.

Unfortunately, the Democrat Majority did not bring our bills to the floor for a vote, including:

S.460, which passed committee with bipartisan support, would prohibit the Education Commissioner from stopping schools that choose to ban biological male students from joining female sports teams;

S.4496, would prohibit biological boys from competing in girls' sports in grades 7-12.

Watch my remarks from our press conference in Albany and hear why I will always stand with our girls.

FAIR Business Practices Act is not very fair

New York is one of the most regulated states in the nation and one of the least business-friendly states in the nation. The last thing we should do is make it even harder to do business in our state.

The FAIR Business Practices Act (S.8416), passed at 3:00 in the morning, gives even more power to the Attorney General to interfere in every business and nonprofit in New York State. It's a failed attempt at consumer protection.

This bill passed both the Senate and Assembly. I am urging the Governor to veto it.

Watch the video to hear why I could not support this legislation.

Honoring a young military hero, Tech Sgt. Kory Wade

The State Senate passed a bill I sponsored (S.5769) to designate a portion of State Route 21 in the Town of Manchester as the Tech Sgt. Kory Wade Memorial Highway.

Assemblyman Jeff Gallahan sponsored the bill in the Assembly. It will now be sent to the Governor's desk for signature.

Two years ago, U.S. Air Force Tech Sgt. Kory Wade tragically lost his life in service to our country while   conducting a training exercise at Davis-Monthan Air Force Base.

Raised in Manchester, Tech Sgt. Wade graduated from Red Jacket High School and enlisted in the Air Force, where he served with great distinction for 15 years.

Through this highway dedication, we honor his service and memory.

S.5407A, enacts the "First Responder Peer Support Program Act" to provide peer-to-peer mental health programs to first responders;

S.6233, increases the volunteer firefighters' and ambulance workers' personal income tax credit;
