Thank you for reading this week’s E-newsletter. I hope that you and your loved ones fared well during this week’s Tropical Storm Isaias. SD-19 was hit very hard. Trees and powerlines across the district are down and Con Edison reported the largest amount of power outages since Superstorm Sandy. Please review the dedicated section on Tropical Storm Isaias recovery.
Since we have now entered “Hurricane Season” in New York, it is important to know your zone and where you can get assistance if you and your family are affected.
I want to remind everyone to please check in on your elderly family members and neighbors. NYC Emergency Management (OEM) has created a new cooling center locator website, which is regularly updated and can be accessed HERE. These cooling center listings are under strict COVID-19 social distancing protocols to ensure everyone’s safety. Opening times vary by location and new centers will continue to open throughout the summer, so please check this site often for new locations near your home.
People are traveling again and adherence to self quarantine from out-of-state visitors has often been ignored. Governor Cuomo’s office has required travelers from over half the country to self quarantine for two weeks when coming to New York. For the complete list of States, please click HERE. Additionally, New York City is taking a step to help the state crack down on quarantine orders. Mayor de Blasio announced that the city would implement checkpoints at key entry points in the city, including bridges and tunnels. The New York City Sheriff’s Office will operate the daily moving checkpoints. The checkpoints will stop cars randomly. To read more about this new quarantine measure, please click HERE.
I encourage you to continue to wear a facial covering and adhere to the social distancing protocols while in public spaces. We have seen enough heartache and loss and can not afford to revert to where we were this past Spring.

Lastly, Census, census, census! It has been recently announced that the deadline for filing the Census has been shortened from October 31st to September 30th! Approximately 50% of Brooklyn households have responded to the 2020 Census thus far and that number is far too low. Please remember that our Census response helps the federal government determine the allocation of funding to our community for things like vital healthcare access, housing services, and education resources, to name a few. An accurate response requires each person to submit their household response, which will allow us to receive the needed funding to increase the quality and access to much-needed resources. The 2020 Senate District 19 ‘Power-19 Awards’
My office is currently seeking nominations for this year’s “19th Senatorial District Power-19 Awards.”
Each year my office chooses 19 outstanding individuals who either live or work in Senate District 19 to acknowledge their outstanding accomplishments and invaluable service to the community and State of New York.
I am asking the community for assistance to help nominate outstanding front line and essential workers who have exemplified the hard work, dedication and heroic contributions during this year’s coronavirus pandemic.

Virtual Town Hall Discussion on Reopening Schools
Please join Assemblymember Jaime Williams and I as we host a "Virtual Town Hall Discussion on the NYC Department of Education Reopening," on Wednesday, August 19, 2020 from 6:30 PM - 8 PM on Facebook Live. We will be joined by NYC Department of Education Deputy Chancellor Adrienne Austin, Executive Superintendent Karen Watts, District 18 Superintendent Beverly Wilkins, District 19 Superintendent Thomas McBryde Jr., District 22 Superintendent Julia Bove, and District 23 Superintendent Miatheresa Pate.

Essay Writing Contest for Middle School Students
I am calling on all middle school students to participate in my essay writing contest with the theme, “Discuss your inability to attend school and how COVID-19 has impacted your life.” Submissions must be received by August 28, 2020. The winning student will be featured in this weekly e-newsletter and win an iPad to assist with remote learning.

New York Legal Assistance Group (NYLAG)
My office has partnered with the New York Legal Assistance Group (NYLAG)-Legal Help Center to provide free civil legal services to New Yorkers in need. In the past this service was performed in their Mobile Legal Help Center; however, consultations are now held via telephone appointment to follow COVID-19 social distancing protocols.

Recent Legislation
I want to highlight three bills that I recently introduced in the State Senate:
S8579: This proposal would require the inclusion of diversity and inclusion training in the basic training and pre-employment course curricula for police, firefighters, correction officers and first responders. Additional training will not only assist in handling racial biases, but also all sorts of other situations that our first responders and corrections officers find themselves in during their careers, including mental health crises, interactions with the LGBTQ community, and domestic and sexual abuse cases, as a few examples.
S8715: This would exempt protective facemasks or shields from sales and compensate use taxes. Wearing a facemask is not only one of the best ways to fight the spread of COVID-19, but is also legally mandated in many situations across NYS. Obtaining a mask should be as easy as possible, and we should not tax New Yorkers to wear them. .
S8739: Would ensure that receipt of federal emergency unemployment benefits will not affect an individual's eligibility to receive certain public assistance benefits. During a state of emergency, it is vital that we ensure any increase in federal temporary emergency unemployment benefits are not counted toward an individual's earned income and will not affect eligibility to receive SNAP benefits. Any disruption in benefits could be detrimental to a family's financial stability and food security during unstable times.

Standing with Local 372 to Provide Improved Working Conditions for 9000 School Lunch Workers
Recently, the De Blasio administration made an announcement that over 100 millions meals have been served to New Yorkers facing food insecurity during the coronavirus pandemic through the City’s “Grab-and-Go” program facilitated via our local schools. While I am extremely grateful that this program has provided nutrition to our most vulnerable families during this health crisis, I am alarmed about recent reports regarding the hazardous working conditions brought to light by members of Local 372. Kitchen work spaces must be properly ventilated and temperature controlled to ensure the safety for the thousands of school lunch staff providing and assembling “Grab-and-Go” meals to our community. When the “Grab-and-Go” program began, it was still early Spring and temperatures remained mild; however, now that this service has been extended throughout the summer, scorching indoor temperatures in many City public school kitchens without air conditioning units and poor ventilation systems have placed the health of thousands of school lunch workers at risk. I stand alongside Local 372 to ensure that working conditions without our schools’ cafeteria kitchens are tolerable for the very staff that are working tirelessly to provide meals for our neighbors facing food insecurity during these unprecedented times.

Tropical Storm Isaias Updates
Tropical Storm Isaias hit SD-19 very hard and thousands are still without power. ConEd has gone so far as saying some households will not have their power restored until this Sunday! While I understand that this storm created the second highest amount of outages since Superstorm Sandy and thousands of fallen trees have disrupted travel and downed power lines, this timeline is deeply disturbing, especially for our community seniors.
It was reported that twenty buildings in various NYCHA developments lost electricity and there was significant tree damage. NYCHA officials are currently conducting wellness checks in buildings that house sick residents. If you or a loved one live in a NYCHA property and need to report any outages or damage due to the storm, please call 718-707-7771. Thankfully the MTA has reported that trains and buses are back in operation.
To help relieve some of the stress and anxieties caused to residents, ConEd has created an online outage map which can be accessed HERE. Additionally, this website has information regarding filing damage claims, reporting outages that ConEd may not be aware of, and estimated recovery times. You can also report power outages directly to ConEd at 1-800-752-6633.
If you or a member of your household use life-support equipment, ConEd needs to know so they can reach out in an emergency or power outage. It is important to let them know--even if you do not receive a bill from ConEd because electricity is included in your rent.

SENATE DISTRICT 19 NYC REOPENING RESOURCE GUIDE
Reminder: Storm Drains are NOT for Garbage!
Reminder: when you are cleaning the sidewalk do not sweep the garbage into the street or into the storm drain. The same as when you are cleaning your vehicle. The street or drain is not the place for your garbage. Garbage, along with improperly disposed face masks and fallen leaves/branches, clog the storm drains and create further flooding of our neighborhood streets.
The sign on the curb reminds you not to dump waste in the drain avoiding polluting our waterways. My office is working with the NYC Department of Environmental Protection (DEP) to target the clearing out of area catch basins in order to prevent further flooding damage.


NYPD 63rd Precinct Environs Clean-Up
A concerned resident near the 63rd Precinct contacted my office to assist with the cleaning of the block and surrounding environs. My staff held several conference calls with the Precinct, DSNY and the offices of other elected officials. I am happy to announce that on August 3rd, the block received a thorough cleaning. It takes time and dedication coordinating and working towards a common purpose; however my office is always ready to assist.





Food, Mask & Hand Sanitizer Distributions Across SD-19
We are continuously fighting the COVID-19 battle, with areas of SD-19 being some of the hardest-hit in all of New York City. I have held PPE distribution events across our district and will continue to do so. From Bergen Beach to Brownville, East New York to Sheepshead Bay and all communities in between, we have been tirelessly distributing facial masks and hand sanitizer at events across SD-19.
As a reminder, I urge everyone to properly dispose of used masks and gloves in garbage bins. DO NOT LITTER! Do not throw used PPE on the sidewalks, streets, or outside stores. Improper disposal is a significant health concern that affects all of us. Please be mindful of the people who must clean up your garbage.

NYC has seen its highest levels of people needing food as food insecurity has skyrocketed during this pandemic. Thankfully for the New York City’s grab-and-go program and food vendors donating groceries, my office has been able to facilitate food distributions across SD-19 to help those in need. Thank you to all the volunteers and community leaders who have helped bring this service to some of our most vulnerable neighbors.
On Wednesday, August 5th, my office, Assemblymember Jaime Williams, and The Campaign Against Hunger held a Food Distribution in partnership with the Bayview Houses, Millennium Development, NYC DYCD Cornerstone, and VillageCareMAX. Thank you to NYPD 69th Precinct Community Affairs Officer Maria and Officer Rostant, my CoS Ms. Maylene Thurton, staff member Ms. Sandy Miller, and all who volunteered to make this a great event for the residents of the Bayview Houses.

Senator Persaud & Brooklyn Chamber of Commerce Host Virtual Meeting with Rockaway Parkway Merchants
On Wednesday, August 5, 2020, Ms. Samara Karasyk of the Brooklyn Chamber of Commerce and I led a virtual meeting with local small businesses to discuss ongoing merchant organizing efforts and COVID-19 recovery.
Businesses and merchants from a wide variety of sectors joined the discussion, asking questions on topics from how to obtain personal protective equipment (PPE), to accessing financial assistance and how to address and prevent vandalism. Questions were fielded by Samara Karasyk and Luc Saint-Preux of the Brooklyn Chamber as well as Zach Owens from NYC Department of Small Business Services (SBS).
Since 2016, my staff and I have worked with a cohesive group of business owners and community partners on efforts to strengthen small business in SD19, particularly along the Rockaway Parkway and Avenue L Corridors. Small businesses in SD19 have been acutely impacted by the COVID-19 pandemic, specifically locally-owned retail, restaurants and service providers.

Virtual Town Hall on Economic & Housing Justice in East New York
On Tuesday, August 4, 2020, the Coalition for Community Advancement: Progress for East New York & Cypress Hills held a virtual Town Hall on Economic & Housing Justice in East New York. At the core of the discussion was the coalition’s “Just Transition” platform, which proposes numerous holistic, community-driven measures to bolster local economic development, job & income security, asset building, home ownership retention and equitable banking for all. Dennis Weakley from my office briefly addressed the audience to highlight my priorities and work on numerous shared objectives. The New York State Senate Summer Reading Program
Parents and guardians from across New York State are invited to enter their children's summer reading activity. By filling in the information HERE, including three books read by your child this summer, they will receive a Certificate of Achievement from myself.

Summer School 2020
This has been an untraditional school year to say the least. The NYC Department of Education has developed a website to help students and families navigate the remote learning processes during this year’s summer school sessions. Schools & Childcare in Fall 2020
The NYC Department of Education (DoE) has updated their Schools Reopening Plan for the 2020-2021 school year. You can read the message from Chancellor Carranza HERE. DoE has designed a comparison of both remote and blended learning experiences. DoE is continuing to answer questions from families and taking suggestions as to how the next school year will commence. I encourage you to keep track of the Schools Reopening Guidance by clicking HERE as this information is in flux while the implementation of reopening schools is formulated. Additionally, there are two remaining information session dates where families and students can share their opinions and voice their concerns regarding the next school year.
NYC will offer childcare for over 100,000 students on days when students are learning remotely to allow for parents to return to work. Childcare will allow 15 students per room, be fully supervised and administered differently for very young children and those from K to 8th Grade. The Mayor’s office is expected to announce locations which will include spaces such as libraries and after school providers.

Department of Labor - Unemployment Claims

PLEASE NOTE TWO RECENT BENEFIT EXTENSIONS:

Traditional Unemployment Insurance (UI) benefits are now extended for up to 59 weeks: Traditional UI lasts for 26 weeks in New York and has been extended by both the Pandemic Emergency Unemployment Compensation (PEUC) program, which adds 13 weeks, and the Extended Benefits (EB) program, which adds an additional 20 weeks.

Pandemic Unemployment Assistance (PUA) benefits are now extended for up to 46 weeks: Under Federal law, those receiving Pandemic Unemployment Assistance (PUA) are not eligible for PEUC or EB, but are now eligible for up to 46 weeks of benefits in New York - up from the original 39 weeks.
In order to continue receiving your UI or PUA benefits, you must continue to certify every week. You do not need to re-apply or contact the NYS DOL, unless you are specifically told to do so. New Yorkers can certify online at labor.ny.gov/signin or on the phone by calling 1-888-581-5812 (for UI) or 1-833-324-0366 (for PUA).

Debt-Collection Suspension
NYS Attorney General Letitia James’ office is helping to provide people or businesses impacted by COVID-19 that owe (non-medical and non-student) debts to the State of New York. Please click HERE to be considered for debt relief, including relief from collection activity, interest accrual, and the assessment of collection fees by completing the “COVID-19 Application for Suspension of Debt Collection Activity.” This program has been extended until August 15th, so please share this valuable opportunity with those that may be in need.

Office of the Parking Summons Advocate (OPSA)
The Office of the Parking Summons Advocate (OPSA) is an independent unit within the New York City Department of Finance that offers assistance to members of the public with issues related to parking summonses. The OPSA can assist with a range of parking summons related issues, free of charge. Our services include hearing or appeal preparation, ticket or decision review, penalty disputes, and boots or tow disputes. We also provide free translation services. You can visit the OPSA website at www.nyc.gov/parkingadvocate to download materials and request assistance.

NYS Department of Motor Vehicles Updates
Governor Cuomo announced on July 29th that the NYS Department of Motor Vehicles will now allow DMV-licensed driving schools to conduct “distance learning” via various video conferencing platforms for the mandatory five-hour pre-licensing course. Additionally, pre-licensing courses taken prior to coronavirus closing which have now expired, will be accepted. As DMV locations across the State are taking steps to ensure health and safety, all visits to a DMV office are by appointment only. Federal Trade Commission Files Cases on Online Shopping Fraud
Last month, the Federal Trade Commission (FTC) filed its first case against an online seller that failed to ship next-day personal protective equipment (PPE) as promised. This week, the FTC is filing three more cases as part of a continuing effort to address “online shopping” fraud that seeks to exploit high demand for PPE and other COVID-related products.
The FTC alleges that QYK Brands, LLC, Zaappaaz/wrist-band.com, and American Screening, LLC are taking advantage of consumers’ fear of COVID-19 by advertising the availability and quick delivery of hand sanitizer and PPE, while knowing they can’t meet those promises.
By law, sellers are supposed to ship your order within the time stated in their ads, or within 30 days if the ads do not give a time. If a seller cannot ship within the promised time, they have to give the buyer a revised shipping date, with the chance to either cancel the order for a full refund or accept the new shipping date.
According to the FTC’s complaints, the three companies fail to: deliver on time (if at all), notify customers of delayed shipments, offer order cancellations and refunds, and honor refund requests. In many cases, when the equipment finally arrives, it’s the wrong size or is defective. The companies also often substitute products without customers’ permission.
Before you order from an unfamiliar online store, consider these tips to help avoid a scam:
- Check out the company or product by typing its name in a search engine with terms like “review,” “complaint,” or “scam” to see what other people say about it.
- Look at the terms of the sale. Calculate the total purchase price, including taxes, shipping, and handling. If you have to return the item, can you get a refund? Who pays for return shipping? Is there a restocking fee?
- Paying by credit card will give you protections under federal law. If a business charged your account too soon and didn’t deliver the merchandise on time, you can dispute the billing error and report it to your credit card company.

Food Assistance Programs
Are you or someone you know is in need of food assistance but cannot leave their home or cannot afford the costs?
The Department of Education is providing three free meals daily (including vegetarian, kosher and halal options) at over 500 locations across NYC to every New Yorker who needs them. Click HERE to find a Meal Hub near you. No ID is required and each person can pick up 3 meals at a time (adults can pick up meals for their children).
The City of New York has provided over 100,000,000 meals to New Yorkers during the COVID-19 crisis to those who cannot access food themselves; however, they must meet the following criteria:
1) No members of the household can go out and get food because they are at increased medical risk or homebound
2) No neighbors or family members can go out and get food for you
3) Do not receive meal assistance from other providers (incl. Meals on Wheels or God's Love We Deliver); and
4) You are unable to afford meal delivery or grocery delivery

Sisters with Purpose have been helping our community for months throughout the pandemic by partnering with New York Cares and the Food Bank for New York City to supply food for families in SD-19. Below please find their calendar for their August dates. Additionally, on Saturday August 8th, Sisters with Purpose will hold a Pop-Up Food Pantry from 9 AM - 10 AM at the Brooklyn Sports Club. Immunizations During the COVID-19 Public Health Emergency
Due to the outbreak of COVID-19 and delays to non-emergency medical care, your child may be behind on their immunizations. It is especially important that children younger than 2 are up to date on their vaccines.

We are all in this together and it is very important that we get tested to protect ourselves, our families and our fellow New Yorkers.

Visitation has Resumed at Brookdale Hospital
Visitation hours at Brookdale Hospital are as follows:
- 2pm-6pm Everyday
- Please have your ID
- You will need to have a face mask on at all times
- Your temperature will be taken upon entering the building
- You will be asked a few basic questions to ensure everyone’s safety.
If everything is right you will then proceed to the Information desk for your pass to go to the floor.

2020 Census Deadline is September 31, 2020!
As reports of the 2020 Census deadline shortening from October 31st to September 30th, it is absolutely vital that we all participate. This year should be a wake up call to everyone to see just how important completing the Census is and how it affects all of us.
I cannot overstate the importance of your participation in the Census. Every ten years, each living person in the United States is required to be accounted for; this includes YOU! The Census is extremely important because over $675 billion of your federal funds are allocated among the States which provides funding for our schools, hospitals, senior centers, public transportation, roads and bridges. Just over 53% of NYC households have responded to the census, meaning NYC stands to potentially lose billions for critical programs and political representation in Congress and in Albany.
