Dear Constituents:

 

I hope you and your family are doing well.  Thank you for reading this week’s e-newsletter.  Parts of SD-19 are still feeling the aftermath of Tropical Storm Isaias. Many fallen trees still need to be removed and thousands of residents have just recently had power restored to their homes.  These delays are completely unacceptable, especially for our most vulnerable family members and neighbors.  I applaud Governor Cuomo’s plan to investigate the shortcomings of Con Edison’s response to this storm, especially on the heels of a supposed multi-million dollar upgrade to the electrical grid and communication networks post Superstorm Sandy. 

I want to remind everyone to please check in on your elderly family members and neighbors.  NYC Emergency Management (OEM) has created a recently updated cooling center locator website, which can be accessed HERE.  These cooling center listings are under strict COVID-19 social distancing protocols to ensure everyone’s safety.  Opening times vary by location, some are Senior-only, and new centers will continue to open throughout the summer, so please check this site often for new locations near your home.  

As many people begin to hit the roads and start traveling again, I want to bring to your attention a new seat belt law that will take effect in November.  The new law states that everyone regardless of age and whether they are sitting in the front or rear of a vehicle, must wear a seatbelt or run the risk of a fine if out of compliance. 

Also, while on the topic of cars, I want to remind drivers in the district to remember to always lock your car doors, regardless if your car uses a fob for entry.  The 61st Precinct alone has reported over 130 cars stolen over the past few months and all were because of doors being left unlocked.    

I encourage you to continue to wear a facial covering and adhere to the social distancing protocols while in public spaces.  We have seen enough heartache and loss and can not afford to revert to where we were this past Spring.   

Although it may seem a long way off from November 11th, Veterans Day will be here before we know it.  I would like all veterans in SD-19 to please let my office know of your veterans status by giving my district office a call at 718-649-7653 or emailing my office at senatorpersaud@gmail.com.

Lastly, you may have heard me advocate for the 2020 Census quite a bit.  It’s not too late to fill out the 2020 Census! It has been recently announced that the deadline for filing the Census has been shortened from October 31st to September 30th.  Responding to the census has never been more important.  Not only does the census determine funding for our schools and affordable housing, but it also impacts funding for hospitals, emergency services, and critical healthcare programs.  The census guides distribution of federal funds based on population.  These are resources that our City and our communities need now more than ever.   Please take a moment to answer the ten-question survey today by phone at (844) 330-2020 or online at My2020Census.gov. Essay Writing Contest for Middle School Students

I am calling on all middle school students to participate in my essay writing contest with the theme, “Discuss your inability to attend school and how COVID-19 has impacted your life.”  Submissions must be received by August 28, 2020.  The winning student will be featured in this weekly e-newsletter and win an iPad to assist with remote learning.

 

New York Legal Assistance Group (NYLAG)

My office has partnered with the New York Legal Assistance Group (NYLAG)-Legal Help Center to provide free civil legal services to New Yorkers in need.  In the past this service was performed in their Mobile Legal Help Center; however, consultations are now held via telephone appointment to follow COVID-19 social distancing protocols.

Replacement of Food Purchased with SNAP Benefits Due to Power Outages from Tropical Storm Isaias

Individuals are eligible for replacement of food costs as a result of loss of power/gas outage in the following manner:

  • Current SNAP clients (CA/SNAP and SNAP only) can request replacement of food purchased with SNAP benefits by completing and submitting a form LDSS-2291.  This form can be downloaded in multiple languages as a fillable PDF.  This form needs to be submitted within 10 days of the loss of food.
  • Replacement issuances will be provided in the amount of the loss to the household, up to a maximum of one month’s allotment, unless the most recent issuance includes restored benefits which shall be replaced at their full value.
  • Documents can be submitted using the ACCESS HRA Mobile app by taking a picture of the completed and signed LDSS-2291 form (www.nyc.gov/accesshramobile).
  • For SNAP recipients who cannot use the app, the form can be submitted by fax, by mail, or in-person at a Center.  The delivery information below is only for SNAP recipients:

  • Households not in receipt of CA or SNAP who are unable to cook meals in their home because of the power outage (i.e. electric range) can apply for a One-Shot Deal restaurant allowance through ACCESS HRA.
  • Households already in receipt of CA who are unable to cook meals in their home because of the power outage can request a special grant for a restaurant allowance through ACCESS HRA.
  • Applicants may be required to submit documentation of the utility outage.
  • Households who need assistance with purchasing food can always apply for SNAP benefits, but regular eligibility requirements would apply.
  • Based on federal law, food purchased using Pandemic EBT (P-EBT) payments is not eligible for replacement SNAP benefits.  P-EBT is not SNAP, it is a one-time benefit.  The federal CARES Act does not authorize replacement.

Bildersee Playground Renovation

On August 11th, I joined Assemblymember Jaime Williams, Brooklyn Parks Commissioner Martin Maher, Mr. Gardy Brazela, Chairperson CB 18, and District Leader Ms. SueAnn Partnow, to tour the newly renovated Bildersee Playground located on Flatlands Ave between E. 81st St. and E. 82nd St.

This multi-phased renovation is funded  by CM Alan Maisel, BP Eric Adams, NYC Parks Department and NY State funding allocated by AM Williams and I.

This playground has a state of the art adaptable basketball  court for developmentally disabled students, water fountains and a filling station to refill your water bottle among other things.

The second phase of the project will be underway in 2021. Thank you to the Parks Department staff for keeping this project on schedule.  

This was a highly used playground prior to the renovations and we expect the same after the renovations..   Let's make good use of this playground.

Cardiovascular Testing & COVID-19 Antibody Testing

On August 12, Assemblymember Jaime William and I partnered with Advanced Cardiovascular Diagnostics to provide cardiovascular testing and COVID-19 antibody testing at 2095 Ralph Avenue.  Thank you so much to the team from Advanced Cardiovascular Diagnostics for making this a great event and promoting the health of the residents of SD-19

Food, Mask & Hand Sanitizer Distributions Across SD-19

We are continuously fighting the COVID-19 battle, with areas of SD-19 being some of the hardest-hit in all of New York City.  I have held PPE distribution events across our district and will continue to do so.  From Bergen Beach to Brownville, East New York to Sheepshead Bay and all communities in between, we have been tirelessly distributing facial masks and hand sanitizer at events across SD-19. 

As a reminder,  I urge everyone to properly dispose of used masks and gloves in garbage bins.  DO NOT LITTER!  Do not throw used PPE on the sidewalks, streets, or outside stores.  Improper disposal is a significant health concern that affects all of us.  Please be mindful of the people who must clean up your garbage.

NYC has seen its highest levels of people needing food as food insecurity has skyrocketed during this pandemic.  Thankfully for the New York City’s grab-and-go program and food vendors donating groceries, my office has been able to facilitate food distributions across SD-19 to help those in need.  Thank you to all the volunteers and community leaders who have helped bring this service to some of our most vulnerable neighbors.  

On Wednesday, August 12th, I joined colleagues Assemblymember Latrice M. Walker, Council Member Ampry Samuel, District Leader Darma Diaz, and Commanding Officer of Patrol Borough Brooklyn North Assistant Chief Judith R. Harrison as we partnered with Doral Health & Wellness Centers located at 1815 Pitkin Ave for a massive food giveaway.  Almost all 1500 boxes of fresh fruits and vegetables were distributed.  The remaining 140 boxes were brought to my District Office in Canarsie where we held a Pop-Up Food Distribution.

On Thursday, August 13th,The Campaign Against Hunger and I, in partnership with the Boulevard Houses and Village Care Max, held a food distribution at the Boulevard Houses (726 Stanley Ave. Brooklyn, NY 11207).  Hand sanitizer was also distributed and constituents were encouraged to bring a personal sized bottle to refill their supply.

The New York State Senate Summer Reading Program

Parents and guardians from across New York State are invited to enter their children's summer reading activity. By filling in the information HERE, including three books read by your child this summer, they will receive a Certificate of Achievement from myself.

Neighborhood Business Grants from Citizens Committee for New York City

To help New York City’s small businesses experiencing financial distress due to the impact of COVID-19, Citizens Committee has launched Neighborhood Business Grants.

Small businesses, vital to the fabric of their neighborhoods, will receive grants of $5,000 - $10,000 to maintain payroll and operations.  Citizens Committee will prioritize businesses owned by people of color, immigrants, and women.

Proposals that focus on adapting businesses to the challenges of COVID-19 (i.e. delivering orders, fulfilling online requests for products, conducting training and classes online) will also be prioritized.

Grants may be made to barber shops, restaurants, food carts, vegetable stands, and other small businesses.  Unlike many financial opportunities currently available to small businesses, this program will provide grants rather than loans.

Apply for Financing Assistance

The Bring Back Brooklyn Fund, from the Brooklyn Chamber of Commerce, is a no-interest loan and PPE grant program for small businesses across Brooklyn. The program is run by BCC’s CDFI, Brooklyn Alliance Capital. The grant provides deep cleaning services, gloves, thermometers, and hand sanitizer. Department of Labor - Unemployment Claims

To file unemployment claims or to make complaints regarding working during this pandemic, please click HERE.  If you require assistance, please do not hesitate to contact my district office.

PLEASE NOTE TWO RECENT BENEFIT EXTENSIONS:

  1. Traditional Unemployment Insurance (UI) benefits are now extended for up to 59 weeks:  Traditional UI lasts for 26 weeks in New York and has been extended by both the Pandemic Emergency Unemployment Compensation (PEUC) program, which adds 13 weeks, and the Extended Benefits (EB) program, which adds an additional 20 weeks.
  2. Pandemic Unemployment Assistance (PUA) benefits are now extended for up to 46 weeks: Under Federal law, those receiving Pandemic Unemployment Assistance (PUA) are not eligible for PEUC or EB, but are now eligible for up to 46 weeks of benefits in New York - up from the original 39 weeks.

In order to continue receiving your UI or PUA benefits, you must continue to certify every week.  You do not need to re-apply or contact the NYS DOL, unless you are specifically told to do so.  New Yorkers can certify online at labor.ny.gov/signin or on the phone by calling 1-888-581-5812 (for UI) or 1-833-324-0366 (for PUA).

Administrative Extension of Restrictions on Evictions

Since June 20th, New York courts have accepted new filings for evictions, but have automatically stayed any proceedings in those matters until a date to be determined.  Evictions filed prior to March 17th have resumed proceedings if both parties are represented by counsel.

On August 12th, Chief Administrative Judge Lawrence Marks issued a new Administrative Order 160 that:

  • Prohibits the enforcement of any residential eviction until at least October 1;
  • Requires status or settlement conferences before continuing any residential proceeding filed prior to March 17 (including those where an eviction warrant has already been issued but not executed);
  • Continues the suspension of all eviction proceedings filed on or after March 17; and
  • Allows commercial evictions filed prior to March 17 to proceed (except those covered under Governor Cuomo’s Executive Order 202.28, which prohibits the eviction for nonpayment of a commercial tenant facing financial hardship due to COVID-19 through August 19th).

 

Office of the Parking Summons Advocate (OPSA)

The Office of the Parking Summons Advocate (OPSA) is an independent unit within the New York City Department of Finance that offers assistance to members of the public with issues related to parking summonses.  The OPSA can assist with a range of parking summons related issues, free of charge.  Our services include hearing or appeal preparation, ticket or decision review, penalty disputes, and boots or tow disputes.  We also provide free translation services.  You can visit the OPSA website at www.nyc.gov/parkingadvocate to download materials and request assistance.  

 

NYS Department of Motor Vehicles Updates

Governor Cuomo announced on July 29th that the NYS Department of Motor Vehicles will now allow DMV-licensed driving schools to conduct “distance learning” via various video conferencing platforms for the mandatory five-hour pre-licensing course.  Additionally, pre-licensing courses taken prior to coronavirus closing which have now expired, will be accepted.  As DMV locations across the State are taking steps to ensure health and safety, all visits to a DMV office are by appointment only.  For further information on this new announcement and to schedule an appointment at your local DMV office, please click HERE.  To schedule and take a road test, please click HERE to make an appointment.

 

 

 

Federal Trade Commission Questions Real & Fake Savings Clubs

The Federal Trade Commission (FTC) recently made an announcement on scammers imitating a type of informal savings club known as a “sou sou” or “susu” to trick people into joining what amounts to an illegal pyramid scheme. 

For those that have not heard of a sou sou, it is a savings arrangement between a small group of trusted people, normally family and friends, who regularly pay a fixed amount into a common fund and take turns getting paid out.  In a sou sou, you don’t earn interest, never get out more than you paid in, and there’s no award for recruiting people to join.  This way of saving is based on the honor system and is not without risk.

The FTC has expressed concerns that scammers are pitching fake sou sou savings clubs and opportunities like “The Circle Game,” “Blessing Loom,” and “Money Board,” which are basically illegal pyramid schemes.  They promise you’ll make more money than you put in and depend on recruiting new people to keep money flowing into the fund.  Like all pyramid schemes, once they run out of new recruits to bring into the club, the money dries up, leaving everyone waiting for their pay out holding the bag.

If you see a post or get a direct message on Instagram, Facebook, or other social media about one of these clubs, remember the warning signs and think twice.  If the offer comes from a friend or family member, tell them about this scheme.  If you have been contacted to join a fake sou sou, please report the scam directly to the FTC at, http://www.ftc.gov/complaint.

Food Assistance Programs

Are you or someone you know is in need of food assistance but cannot leave their home or cannot afford the costs?

The Department of Education is providing three free meals daily (including vegetarian, kosher and halal options) at over 500 locations across NYC to every New Yorker who needs them. Click HERE to find a Meal Hub near you. No ID is required and each person can pick up 3 meals at a time (adults can pick up meals for their children).

The City of New York has provided over 100,000,000 meals to New Yorkers during the COVID-19 crisis to those who cannot access food themselves; however, they must meet the following criteria:

1) No members of the household can go out and get food because they are at increased medical risk or homebound

2) No neighbors or family members can go out and get food for you

3) Do not receive meal assistance from other providers (incl. Meals on Wheels or God's Love We Deliver); and

4) You are unable to afford meal delivery or grocery delivery

Farmers Market Health Bucks

Many NYC farmers markets remain open as an essential service and all accept Health Bucks coupons and most accept SNAP.  Health Bucks are $2 coupons that can be used to purchase fresh fruits and vegetables at all NYC farmer markers.  SNAP recipients are eligible to receive Health Bucks.  For every $5 spent at farmers markets using SNAP on an EBT card, individuals can receive $2 in Health Bucks.  Health Bucks are available year-round at NYC farmers markets that accept SNAP.  To find a local farmers market, please click HERE.

Due to the outbreak of COVID-19 and delays to non-emergency medical care, your child may be behind on their immunizations.  It is especially important that children younger than 2 are up to date on their vaccines.

Express Emergency Room at Brookdale Hospital

Are you afraid to seek emergency care? One Brooklyn Health System at Brookdale Hospital now has an “Express Emergency Room” which provides an ultra-social distancing ER experience, beginning Wednesday August 12, 2020 from 10 AM - 6 PM Monday to Friday, at Brookdale Hospital’s Main Lobby Room 103.

They will treat conditions like:

  • High Blood Pressure
  • High Blood Sugar
  • Lacerations
  • Prescription Refills
  • Migraines

Call 718-240-7548 to schedule your ER visit, speak with an ER nurse, choose a time slot for your ER visit, and head to the Express ER through their main lobby entrance.

2020 Census Deadline is September 31, 2020! 

As reports of the 2020 Census deadline shortening from October 31st to September 30th, it is absolutely vital that we all participate.  This year should be a wake up call to everyone to see just how important completing the Census is and how it affects all of us.

I cannot overstate the importance of your participation in the Census.  Every ten years, each living person in the United States is required to be accounted for; this includes YOU!  The Census is extremely important because over $675 billion of your federal funds are allocated among the States which provides funding for our schools, hospitals, senior centers, public transportation, roads and bridges.  Just over 53% of NYC households have responded to the census, meaning NYC stands to potentially lose billions for critical programs and political representation in Congress and in Albany.
